Russia-Vietnam joint statement following Putin’s visit: key provisions
MOSCOW, June 20. /TASS/. Russia and Vietnam have issued a joint statement following President Vladimir Putin’s visit to Hanoi, in which the sides outlined plans for further cooperation and interaction in the international arena.
Putin invited the Vietnamese authorities to visit Russia at any convenient time, and the invitation was accepted.
TASS has summarized the main provisions of the document.
Support for Putin’s foreign policy
Vietnam welcomes Vladimir Putin's re-election as Russian president in spring 2024 and believes that his re-election speaks volumes about how the Russian people feel about the direction the country is headed.
This support is due, among other things, to the foreign policy course, "an important direction of which is the development of cooperation with Vietnam."
Strengthening cooperation
Russia and Vietnam "consistently strengthen the comprehensive strategic partnership in the spirit of friendship and mutual assistance amid the tough international situation." Moscow and Hanoi "pay great attention to direct inter-regional ties, exchanges through non-governmental and party organizations, advocate making more efficient the existing formats and mechanisms of cooperation and, if necessary, creating new ones."
The sides agreed to step up economic cooperation, so they will create a high-level working group on priority investment projects.
Russia promised to speed up the construction of the Center of Nuclear Science and Technology. In addition, the sides advocated stepping up cooperation in tourism, "including by increasing the number of direct scheduled and charter flights between the two countries and simplifying conditions for mutual travel of citizens."
Fight with terrorism
Moscow and Hanoi support the development of an international convention to combat biological and chemical terrorism. Vietnam also condemned the terrorist attack on the Moscow Region’s Crocus City Hall in March 2024 and expressed solidarity with Russia in the fight against terrorists and extremists.
Asia-Pacific region security architecture
Interaction in the defense and security spheres "is of special importance in Russia-Vietnam relations. At the same time, "it is not directed against third countries and is characterized by a high level of mutual trust and is implemented in strict compliance with the principles and norms of the international legal system."
The goal of this partnership is "ensuring peace, stability and sustainable development" in the Asia-Pacific region and the world as a whole. Moscow and Hanoi support ensuring equal and indivisible security on the basis of non-aligned principles in the Asia-Pacific region.
Promoting multipolar world order
Russia and Vietnam will contribute to establishing a just multipolar world order based on the UN Charter.
The sides emphasize that "international obligations in connection with the immunity of the heads of state and their property must be strictly observed."
Information
Russia and Vietnam note common approaches to ensuring information security and agree to deepen cooperation in this sphere.
The sides will develop the international legal basis in this sphere and help each other in combating crimes committed with the help of information technologies. The sides support UN efforts to develop an international convention on combating cybercrime.
Space arms race
The sides voiced concern about the "threat of an arms race in outer space." Russia and Vietnam favor negotiating a treaty to prevent the placement of weapons in space.
ASEAN's role
Russia and Vietnam support strengthening the central role of the Association of Southeast Asian Nations (ASEAN) in the system of interstate relations in the Asia-Pacific region. Also, Moscow and Hanoi will promote increased cooperation between ASEAN, the Eurasian Economic Union (EAEU) and the Shanghai Cooperation Organization (SCO).
Ukrainian crisis
Russia highly appreciates Vietnam's balanced and objective position on the Ukrainian crisis. Moscow welcomes Vietnam's readiness to join international efforts to find ways to "peacefully and reliably resolve the conflict."
Middle East conflict
Russia and Vietnam are in favor of strengthening stability in the Middle East and are against interference in the region's internal affairs. The countries support the establishment of an independent Palestinian state with East Jerusalem as its capital.
Interaction in BRICS
Moscow will continue to work to strengthen ties "between BRICS members and developing countries, including Vietnam."

Putin thanked his Vietnamese counterpart To Lam for the warm welcome and invited him to attend celebrations marking the 80th anniversary of Victory Day in Moscow next year.
TASS has gathered the key facts about agreements signed between the two countries and key statements by the two leaders following their talks.
Energy cooperation
Joint ventures in the oil and gas sphere have been fruitful, Putin said, referring to the activity of Vietsovpetro on the Vietnamese continental shelf and Rusvietpetro in northern Russia’s Nenets Autonomous District. Russia is ready to establish "long-term direct supplies" of hydrocarbons, including LNG to Vietnam, he added.
Zarubezhneft obtained a license to develop Block 11.2 on Vietnam’s continental shelf, while Novatek signed a memorandum on cooperation with Petrovietnam.
The RusHydro hydroelectric power generation company intends to help expand the capacity of hydroelectric power stations on Vietnamese rivers. According to the Russian president, "a joint Russian-Vietnamese project to build a 1,000 MW offshore wind power plant in the province of Binh Thuan has been added to" the general plan for the development of Vietnam’s national power grid.
Cooperation in nuclear sphere, investment, education
Russia and Vietnam signed a document on cooperation in the sphere of higher education as well as agreements between Russian and Vietnamese universities, including Russia’s Higher School of Economics (HSE) and Vietnam National University.
Peaceful nuclear energy is another promising area for bilateral cooperation, the Russian president said. Memorandums on the schedule of the construction of a Center of Nuclear Science and Technology in Vietnam, involving Russia’s state-run nuclear energy corporation Rosatom, and on cooperation in developing infrastructure in labs to fight epidemics were inked.
Russia and Vietnam also agreed to establish cooperation between the justice ministries, as well as tax and customs agencies.
Trade and settlements
The Russian president pointed to a "positive trend" in bilateral economic cooperation. In January-March, trade between Russia and Vietnam increased by one third from the first three months of last year.
"Last year, transactions in the Russian ruble and the Vietnamese dong accounted for over 40% of bilateral commercial deals. And the volume grew to almost 60% in the first quarter," Putin said as he noted the need to transition to national currencies in bilateral trade.
Ties in field of culture, tourism
Moscow and Hanoi have been successfully increasing cooperation in the sphere of culture, and Vietnam has been a popular destination among Russian tourists. "Tourist exchanges have been growing, and Russian holidaymakers have frequented Vietnamese resorts," the Russian president maintained.
Expanding food supplies
Russia and Vietnam have been working together more actively in agriculture as they expand food supplies. Vietnam’s TH Group is building dairy factories in several Russian regions, and the first line of a livestock complex with 6,000 dairy cattle was built in the Moscow Region last year, the Russian president said.
Security architecture in Asia-Pacific
Both sides voiced their support for building a "reliable and adequate security architecture based on the principles of the non-use of force and a peaceful settlement of disputes, in which there will be no place for selective military-political blocs," Putin said.
International issues
The Russian president and his Vietnamese counterpart also discussed international issues. Putin believes that the positions of Russia and Vietnam are mostly close or coincide. The two countries "firmly defend the principles of the supremacy of international law, sovereignty and non-interference in the internal affairs of other states, as well as efforts at key international venues," including the UN and as part of the Russia-ASEAN dialogue.
Moscow and Hanoi agreed to work together "to find ways to overcome difficulties caused by the situation globally." Putin described Vietnam as one of Russia’s most reliable partners, longstanding relations with which have stood the test of time.
In turn, To Lam said that Russia and Vietnam decided to refrain from signing any agreements that could damage the two countries’ independence and sovereignty with third nations.
Cooperation in defense
Moscow and Hanoi resolved to boost bilateral cooperation in defense and security and jointly fight any challenges, new and old, To Lam underscored. The two sides stand for ensuring peace in the South China Sea, providing for maritime safety and resolving conflicts peacefully, the president added.

Russian President Vladimir Putin has a “very busy agenda” for his state visit to the Democratic People’s Republic of Korea, during which he is expected to hold comprehensive talks with the country's leadership on economic and security cooperation, along with global issues.
Kim Jong-un personally greeted Putin upon his arrival at Pyongyang airport early on Wednesday, and the two leaders are expected to hold face-to-face talks to discuss “the most important, the most sensitive issues” after an official welcoming ceremony.
Russia and North Korea are expected to sign a number of bilateral documents, including a landmark Comprehensive Strategic Partnership Agreement.

Russian foreign policy aide Yury Ushakov has revealed that the Russian and North Korean leaders have exchanged gifts. “We presented [Kim Jong-un] with an ‘Aurus’ car,” Ushakov said. The Russian-made family of vehicles includes limousines for senior officials. Putin and his North Korean counterpart were driven from the airport in one upon the Russian leader’s arrival in Pyongyang earlier on Wednesday. According to Ushakov, the Russian delegation also gifted Kim a naval dirk and a “very beautiful tea set.”
The official did not disclose what Putin had received in exchange, merely noting that he had been given “nice gifts, too.”
“They are connected with depictions of our president,” he hinted, adding that all of them are “of quite a high artistic value, including busts.”

Following talks in Pyongyang, Russian President Vladimir Putin and North Korean leader Kim Jong-un have signed a Treaty on Comprehensive Strategic Partnership that will replace similar documents sealed back in 1961 and 2000.
Earlier on Wednesday, Putin said a “new fundamental document has been prepared that will lay the groundwork for our relations in the long term.”
Ahead of the top-level meeting, Russian presidential foreign policy aide Yury Ushakov explained the need for a new accord, citing the “deep evolution of the geopolitical situation in the world and the region, as well as the qualitative changes that have taken place in bilateral relations recently.” The agreement is not directed against any particular state, but rather promotes stability in northeastern Asia, he added. Ushakov stopped short of disclosing whether the document would encompass military cooperation between Russia and North Korea, merely noting that it would take into account all the latest developments, including “security issues.”

As talks got underway, the Russian president pointed out that the “interaction between our countries is based on the principles of equality [and] mutual respect of each other’s interests.” President Putin stated that the “solid friendship and close neighborliness” between Russia and the DPRK have spanned many decades.
According to the Russian leader, both Moscow and Pyongyang are fighting against the “US and its satellite states’ hegemonic and imperialist policies.” He also expressed gratitude to the North Korean leader for supporting Russia in its conflict with Ukraine.

Speaking at the start of official talks with Kim Jong-un, President Putin expressed confidence that “our negotiations today will be productive.” The Russian head of state noted that the governments of both Russia and North Korea have been actively working to ensure that agreements sealed at previous top-level meetings materialize.
“I am very happy about our new meeting. I hope the next one will be held in Russia, in Moscow,” President Putin added, thanking his counterpart for his invitation to visit Pyongyang.

ജനപക്ഷ വൈജ്ഞാനിക സമൂഹം (പീപ്പിൾ ഓറിയന്റഡ് നോളജ് സൊസൈറ്റി) ആയി കേരളീയ സമൂഹത്തെ വാർത്തെടുക്കുകയെന്ന കാഴ്ചപ്പാടോടെ ഉന്നതവിദ്യാഭ്യാസ മേഖലയ്ക്ക് ഒന്നാം പരിഗണന കൊടുത്ത് ആരംഭിച്ച പ്രവർത്തനങ്ങൾ വലിയ മാറ്റങ്ങൾക്ക് വഴിവച്ചിട്ടുണ്ട്. ദേശീയതലത്തിലുള്ള ഗുണനിലവാര പരിശോധനാ ഫലങ്ങളെടുത്താൽ, നാക് അക്രെഡിറ്റേഷനിൽ എ ഡബിൾ പ്ലസും എ പ്ലസും എ ഗ്രേഡും നേടി കേരളത്തിലെ സർവകലാശാലകളും കലാലയങ്ങളും അവയുടെ ജൈത്രയാത്രകൾക്ക് തുടക്കമിട്ടതു കാണാം. നാക് അക്രെഡിറ്റേഷനിൽ കേരള സർവകലാശാലയും മഹാത്മാഗാന്ധി സർവകലാശാലയും എ ഡബിൾ പ്ലസും കലിക്കറ്റ്, കാലടി, കുസാറ്റ് സർവകലാശാലകൾ എ പ്ലസും നേടി. ഇരുപതോളം കലാലയങ്ങൾ ഇതിനകം എ ഡബിൾ പ്ലസ് നേടി. 31 കലാലയം എ പ്ലസ് കരസ്ഥമാക്കി. എൻഐആർഎഫ് റാങ്കിങ്ങിൽ ആദ്യ 200 സ്ഥാനങ്ങളിൽ കേരളത്തിലെ 42 കോളേജുണ്ട്. രാജ്യത്തെ ഏറ്റവും മികവാർന്ന കോളേജുകളിൽ 21 ശതമാനം കേരളത്തിൽനിന്നാണെന്ന അഭിമാനകരമായ നേട്ടമാണിത്.
തൊഴിലിനും ഗവേഷണത്തിനും തുല്യ ഊന്നൽ
നേട്ടങ്ങളുടെ ഈ ഗ്രാഫ് വീണ്ടും ഉയർത്തി അന്താരാഷ്ട്ര സ്വീകാര്യതയിലേക്ക് നമ്മുടെ കലാലയങ്ങളെയാകെ ഉയർത്തുന്ന പരിഷ്കരണങ്ങളുടെ ഭാഗമായി, ലോകമെമ്പാടും സർവകലാശാലകൾ പിന്തുടരുന്ന നാലുവർഷ ബിരുദ സംവിധാനത്തിലേക്ക് കേരളവും പ്രവേശിക്കുകയാണ്. ഒരേ സമയം തൊഴിൽലഭ്യത ഉറപ്പു വരുത്താനും ഗവേഷണ താൽപ്പര്യങ്ങൾ വികസിപ്പിക്കാനും കഴിയുന്ന തരത്തിലുള്ള ദ്വിമുഖമായ സമീപനമാണ് ഈ മാറ്റങ്ങളുടെ കാതൽ. ഗവേഷണത്തിൽ ഊന്നിയുള്ള പഠനത്തിന് ബിരുദ തലത്തിലുള്ള വിദ്യാർഥികൾക്ക് ഇതാദ്യമായി അവസരം തുറക്കുകയാണ് കേരളം. സാർവദേശീയ മാനദണ്ഡങ്ങളോട് കിടപിടിക്കുന്ന ഗുണനിലവാര വർധനയിലേക്കും മികവിലേക്കും കേരളീയ കലാലയങ്ങളെ വളർത്തലാണിതിന്റെ പ്രധാന ലക്ഷ്യം. ഈ സർക്കാർ അധികാരത്തിൽ വന്നയുടൻ നിയോഗിച്ച ഉന്നതവിദ്യാഭ്യാസ പരിഷ്കരണ കമീഷനുകളുടെ കാതലായ നിർദേശങ്ങൾ ആധാരമാക്കിയാണ് ഈ മാറ്റങ്ങൾ.
പാഠ്യ വിഷയങ്ങളിലേക്ക് ആഴത്തിലിറങ്ങാൻ വിദ്യാർഥികളെ പ്രാപ്തരാക്കുന്നതോടൊപ്പം, സർവകലാശാലകളിൽ നിന്ന് നേടുന്ന ബിരുദം ലോകമെങ്ങും അംഗീകരിക്കപ്പെടുന്ന നിലകൂടി ഇത് കൊണ്ടു വരും. ഇവിടെനിന്ന് ബിരുദം നേടി വിദേശത്തേക്ക് ഉപരിപഠനത്തിനു പോകുന്നവർ വീണ്ടും ബിരുദം എടുക്കേണ്ടി വരുന്ന നില ഇനി അവസാനിക്കും. അങ്ങനെ, മറ്റു ലോകരാജ്യങ്ങളിലെ ബിരുദ പ്രോഗ്രാമുകളുമായി ഘടനാപരമായ തുല്യത ഉറപ്പാക്കുകയാണ് നാലുവർഷ ബിരുദ പ്രോഗ്രാം വഴി.
യുവതീയുവാക്കൾക്ക് ദേശീയവും അന്തർദേശീയവുമായ തൊഴിൽ സാധ്യതകളിലേക്ക് ആത്മ വിശ്വാസത്തോടെ കടന്നു ചെല്ലാൻ സാഹചര്യമൊരുക്കൽ; ഒപ്പം, ഗവേഷണാത്മക പ്രവർത്തനങ്ങളിലേക്ക് പോകാൻ തൽപ്പരരായവർക്ക് അതിനുള്ള സാധ്യതയും ബിരുദ പഠന കാലത്തു തന്നെ ഉണ്ടാക്കൽ. ഈ രണ്ടു ലക്ഷ്യങ്ങളെയും സംയോജിപ്പിച്ചു കൊണ്ടുള്ളതാണ് നാലുവർഷ ബിരുദ പരിപാടി. ഇതിനു മുന്നോടിയായി സംസ്ഥാനത്തിന്റെ ഉന്നതവിദ്യാഭ്യാസ മേഖലയുടെ ചരിത്രത്തിലാദ്യമായി ഒരു കരിക്കുലം ഫ്രെയിം വർക്കിന് രൂപം നൽകി. സർക്കാർ തയ്യാറാക്കി നൽകിയ മാതൃകാ ചട്ടക്കൂടിനെ ഓരോ സർവകലാശാലയും അതതിന്റെ ജൈവ സ്വഭാവത്തിനും സവിശേഷതകൾക്കും ഇണങ്ങും വിധം കസ്റ്റമൈസ് ചെയ്തു. ഓരോ സർവകലാശാലയും അങ്ങനെ പുതിയ കരിക്കുലം രൂപീകരിക്കുകയും ആ കരിക്കുലത്തിന്റെ ചുവടുപിടിച്ച് ഓരോ വിഷയത്തിന്റെയും സിലബസുകൾ തയ്യാറാക്കുകയും ചെയ്തു. തുടർന്നാണ് ഈ അക്കാദമിക വർഷം നാലുവർഷ യുജി പ്രോഗ്രാമിലേക്ക് പ്രവേശിക്കുന്നത്.
തൊഴിൽ ശേഷി വളർത്തലും ഗവേഷണ പ്രവർത്തനങ്ങളും സംയോജിക്കും വിധം നമ്മുടെ ക്യാമ്പസ് അന്തരീക്ഷം സർഗാത്മകമായി മാറ്റുന്നതാണ് പുതിയ നാലുവർഷ ബിരുദ പരിപാടി. ഇന്ത്യൻ ഭരണഘടന വിഭാവനം ചെയ്യുന്ന യുക്തി ബോധത്തിന്റെയും ശാസ്ത്രീയ ചിന്തയുടെയും അടിസ്ഥാനത്തിൽ എല്ലാ വിഷയങ്ങളും സമഗ്രമായി പഠിക്കാനാകുന്ന സംവിധാനമാണ് ഇതിൽ ഒരുക്കുന്നത്.
മൂന്നു വർഷത്തെ ബിരുദ കോഴ്സ് ഒരു വർഷം കൂടി അധികമായി പഠിപ്പിക്കുന്ന ഒന്നായിട്ടല്ല നാലുവർഷ ബിരുദ പ്രോഗ്രാം വിഭാവനം ചെയ്തിട്ടുള്ളത്. മൂന്നു വർഷത്തെ ബിരുദം, നാലു വർഷത്തെ ഓണേഴ്സ് ബിരുദം, നാലു വർഷത്തെ ഓണേഴ്സ് വിത്ത് റിസർച്ച് ബിരുദം എന്നിങ്ങനെ മൂന്നു തരത്തിലാകും കോഴ്സുകൾ. മൂന്നു വർഷം കഴിയുമ്പോൾ ബിരുദത്തോടെ പുറത്തു പോകാൻ ആഗ്രഹിക്കുന്നവർക്ക് ബിരുദ സർട്ടിഫിക്കറ്റും നാലുവർഷ പഠനം തെരഞ്ഞെടുക്കുന്നവർക്ക് അവരുടെ അഭിരുചി അനുസരിച്ച് ഓണേഴ്സ് ബിരുദവും ഓണേഴ്സ് ബിരുദവും ഓണേഴ്സ് വിത്ത് റിസർച്ചും ഇനി ലഭിക്കും. മൂന്നു വർഷം കഴിഞ്ഞാൽ എക്സിറ്റ് ഓപ്ഷൻ ഉപയോഗിച്ച് ബിഎ/ബിഎസ്സി/ ബികോം ബിരുദങ്ങൾ നേടാം. ഇവർക്ക് രണ്ടു വർഷത്തെ പിജിക്ക് ചേർന്ന് പഠിക്കാനുമാകും.
ഓണേഴ്സ് ബിരുദം തെരഞ്ഞെടുക്കുന്നവർക്ക് മൂന്നു വർഷം കഴിഞ്ഞാൽ നാലാം വർഷത്തിലേക്ക് പ്രവേശിക്കാം. നാലാം വർഷത്തെ ആദ്യ സെമസ്റ്റർ റെഗുലർ ക്ലാസും അവസാന സെമസ്റ്റർ പൂർണമായും പ്രോജക്ടും ഇന്റേൺഷിപ്പും ആയിരിക്കും. തൊഴിൽ താൽപ്പര്യമനുസരിച്ച് എവിടെ വേണമെങ്കിലും പ്രോജക്ടും ഇന്റേൺഷിപ്പും ചെയ്യാം. പ്രോജക്ടും ഇന്റേൺഷിപ്പും താൽപ്പര്യം ഇല്ലാത്തവർക്ക് മൂന്നു ഓൺലൈൻ കോഴ്സുകൾ പൂർത്തിയാക്കിയാലും മതിയാകും. നാലുവർഷ ഓണേഴ്സ് ബിരുദം നേടിയവർക്ക് തുടർന്ന് ഒരു വർഷത്തെ പഠനത്തിലൂടെ പിജി നേടാനുമാകും. പിജി രണ്ടാം വർഷത്തിലേക്ക് ലാറ്ററൽ എൻട്രിയാകും അവർക്ക്. മൂന്നു വർഷത്തെ പഠനത്തിൽ 75 ശതമാനം മാർക്ക് നേടിയവർക്ക് നാലുവർഷ ഓണേഴ്സ് വിത്ത് റിസർച്ച് ബിരുദത്തിനു ചേരാം. ഗവേഷണത്തിൽ താൽപ്പര്യം ഉള്ളവർക്കായാണിത്. ഇവർക്ക് നേരിട്ട് പിഎച്ച്ഡിക്ക് ചേരാനും നെറ്റ്' എഴുതാനും സാധിക്കും.
മൂന്നുവർഷത്തിൽ 133 ക്രെഡിറ്റ് നേടിയാൽ ബിരുദവും നാലുവർഷത്തിൽ 177 ക്രെഡിറ്റ് നേടിയാൽ ഓണേഴ്സും ലഭിക്കുന്നതാണ് പുതിയ സംവിധാനം. മേജർ കോഴ്സുകളുടെ (നിലവിലെ സംവിധാനത്തിലെ ‘മെയിൻ’) അനുബന്ധ വിഷയങ്ങളോ വ്യത്യസ്തമായ വിഷയങ്ങളോ മൈനർ കോഴ്സായി (നിലവിലെ സംവിധാനത്തിലെ ‘സബ്സിഡിയറി') തെരഞ്ഞെടുക്കാം. തെരഞ്ഞെടുത്ത മൈനർ കോഴ്സുകൾ മൂന്നാം സെമസ്റ്ററിൽ വേണമെങ്കിൽ മേജർ കോഴ്സാക്കി മാറ്റി പ്രോഗ്രാംതന്നെ മാറ്റാനും അവസരമുണ്ട്.
ദേശീയ വിദ്യാഭ്യാസനയത്തിന്റെ അന്ധമായ അനുവർത്തനമല്ല, സംസ്ഥാനത്തിന്റെ സാഹചര്യം പരിഗണിച്ച് ആവശ്യത്തിന് മാറ്റം വരുത്തിയാണ് നാലുവർഷ ബിരുദ പരിപാടി നടപ്പാക്കുന്നത്. പെഡഗോഗിക്കു പകരം ആൻഡ്രാഗോഗി എന്ന ആശയമാണ് പുതിയ സംവിധാനത്തിൽ മുന്നോട്ടു വയ്ക്കുന്നത്. ക്ലാസ് റൂമുകൾ സംവാദാത്മകമാക്കിക്കൊണ്ട്, പഠനരീതിയിലും അധ്യയന രീതിയിലും ഇത് മാറ്റമുണ്ടാക്കും.
ബ്രേക്ക് എടുക്കാം, സർവകലാശാല മാറാം
പഠനത്തിനിടയ്ക്ക് ബ്രേക്ക് എടുക്കാൻ അവസരം നൽകിക്കൊണ്ടു കൂടിയാണ് പുതിയ കരിക്കുലം ഘടന. മൂന്നു വർഷത്തിനു ശേഷം തിരിച്ചു വന്ന് ബിരുദ പഠനം പൂർത്തിയാക്കാനും അവസരം ഉണ്ട്. ബ്രേക്ക് എടുക്കുന്ന സമയം വരെ അവർ ആർജിച്ച ക്രെഡിറ്റ് അവരുടെ അക്കാദമിക് ബാങ്ക് ഓഫ് ക്രെഡിറ്റ് അക്കൗണ്ടിൽ നിക്ഷേപിക്കപ്പെടും, അതിനുള്ള ക്രെഡിറ്റ് സർട്ടിഫിക്കറ്റ് നൽകുകയും ചെയ്യും. ഈ ക്രെഡിറ്റ് സർട്ടിഫിക്കറ്റിലുള്ള ക്രെഡിറ്റിന് ഏഴു വർഷം വരെ പ്രാബല്യം ഉണ്ടാകും. ഇക്കാലയളവിനുള്ളിൽ എപ്പോൾ വേണമെങ്കിലും ഈ ക്രെഡിറ്റ് അവർക്ക് ബിരുദപഠനം പൂർത്തിയാക്കാനോ മറ്റു പ്രോഗ്രാമുകളിലേക്കോ സർവകലാശാലകളിലേക്കോ കൈമാറ്റം ചെയ്ത് അവിടെനിന്ന് പഠനം പൂർത്തീകരിക്കാനോ ഉപയോഗിക്കാനാകും. യൂറോപ്യൻ, അമേരിക്കൻ, യുകെ ക്രെഡിറ്റ് ട്രാൻസ്ഫർ സംവിധാനങ്ങളുമായെല്ലാം ക്രെഡിറ്റ് കൈമാറ്റം പുതിയ സംവിധാനം. ഓൺലൈനായോ വിദൂരവിദ്യാഭ്യാസ രീതിയിലോ വിദേശ സർവകലാശാലകളിൽനിന്നടക്കം ക്രെഡിറ്റുകൾ നേടാൻ അവസരം ലഭിക്കും.
